Releases "The Legislature:
Everybody's Whipping Boy (Or Girl!)" October 1,
2003 - Alan Rosenthal, who has been both
student of legislatures and mentor to them
throughout a distinguished academic career, will be
the guest speaker at the annual symposium of the
Friends of the State House. The free public program
and reception will take place in the Senate chamber
at 4:30PM, Wednesday, October 1st, as the Friends
of the State House celebrate the centennial of the
chamber's construction. Dr. Rosenthal's
talk will trace the history of refurbishing the
Legislature's physical facilities, improving the
legislative process and structure, even as public
perception of the Legislature sinks. Democracy in
action is neither neat nor orderly, according to
the speaker, and while Legislatures must deal with
conflict, the public does not like, understand or
appreciate it. His talk will touch also on the 2003
legislative elections and his experience with
legislative redistricting. Alan Rosenthal is
Professor of Public Policy and Political Science at
the Eagleton Institute of Politics, Rutgers
University, having served as Eagleton's director
from 1974-1994. He has supervised comprehensive
studies of legislative organization and procedures
commissioned by the legislatures of Arkansas,
Connecticut, Florida, Maryland, Mississippi, and
Wisconsin, and has worked with legislatures in 30
other states. In New Jersey, he chaired the Ad Hoc
Commission on Legislative Ethics and Campaign
Finance, appointed in 1990 by the Speaker of the
Assembly and President of the Senate. In 1992 and
2002, he was selected as an independent member and
chaired the New Jersey Congressional Redistricting
Commission. He received the Governor's Award for
Public Service in 1993. The
Friends of the State House is a non-profit group
organized for the celebration of the state capitol
building's bicentennial in 1992. Contributions from
dues-paying members
and other fund-raising efforts make possible the
group's newsletter
and public programming. In addition, the Friends
have underwritten the purchase and donation to the
State Archives of historic documents related to the
building of the State House. |
